This project assesses why and how criminal compensation is awarded to victims of violent crime in the United Kingdom and Japan, and the level of discretion Criminal Injuries Compensation Authority (CICA) Case Officers in United Kingdom and Prosecutors in Japan have when awarding compensation.

This project is funded by the Daiwa Foundation.
Through this project, there will be:
- a systematic international review of all empirical and theoretical literature on criminal compensation in ‘western’ and ‘Asian’ jurisdictions
- an online survey of Criminal Injuries Compensation Officers in the United Kingdom and Prosecutors in Japan
- Consultation with known legal scholars in law schools and practice in the United Kingdom and Japan with an interest in this issue
This research will highlight how the United Kingdom and Japan treats victims of violent crime, also why and how the people in authority award criminal compensation. To discuss the research results in depth there will be three open symposiums – two will be held in England and one in Japan.

Professor Graham Brooks, University of West London
Prof Graham Brooks specialises in corruption in an international context. Often asked to present at academic and professional conferences Prof Brooks has been plenary speaker at the Cabinet Counter Fraud Conference 2012, Key Note speaker at European Healthcare Fraud and Corruption Network (EHFCN) 2015, in The Hague and in Athens in 2018.
Tom Ellis, University of Portsmouth
Principal lecturer at the Institute of Criminal Justice Studies at the University of Portsmouth Tom’s areas of expertise include Japanese criminal justice, youth justice, prisons, prostitution, and race, diversity and criminal justice.
