Bill Dodds served as a police officer from 1982 until 2015, attaining the rank of Superintendent late in his mainly operational career. Highlights were winning an International Association Chief’s of Police award for community development projects in Belfast, but also bringing about a better understanding of the role of public order and firearms officers in local communities and with elected representatives as part of the post conflict Northern Ireland normalisation process. He was highly commended on 13 occasions for good police duty and bravery.
As a national public order commander, he performed duty not only in demanding situations in the UK but also throughout Europe - keeping people safe at mass public gatherings and sporting events, for example in partnership with National Football Associations and UEFA. As a component lead and CTSECCO he advised on community safety projects in France, Ireland, UK, Czech Republic, Poland, Holland, Sweden, Norway, Kurdistan and the Middle East.
Since 2015 he has worked primarily as a community safety and leadership consultant in the MENA region, initially in response to the refugee crisis emanating from Syria and delivered on projects supported by the EU, British and Dutch Governments. Laterally he has helped to develop sustainable and localised problem-solving approaches for national police services and local community champions to support crime reduction and increased confidence and resilience. This has had a specific focus on hard to reach or hear groups and linked with internal police mentoring and training but particularly change management processes.
He is a trainer and facilitator in the College of Policing Senior Leadership Pool, a leadership assessor and Associate Inspector for HMICFRS.
As an Associate Lecturer with the University of West London, he is involved in the delivery of adult education at graduate and post graduate level, as well as international community safety and leadership consultancy.
